Ms. Jacoby
August 13, 2003
100-year water surface elevations versus flood levee toe elevations, on the side facing
the stream, is provided in Table 1: The downstream toe elevations provided in Table 1
are the actual toe elevations obtained from construction toe stakes along the levee on
August 11, 2003. This comparison confirms that the flood levee is being constructed
above the 100-year floodplain in all locations.
It is important to note that even at the PMF flood levels, our analysis indicates
that the flood flows along West Fork Clear Creek are generally in the subcritical flow
regime. Therefore, any floodplain encroachments will propagate upstream and change
the water surface profile upstream of the encroachment. As a result, there can be no
changes in the water surface profile that would affect flood stages downstream of the
site in the Town of Empire.
Table 1 -Summary of West Fork Clear Creek Hydraulic Analysis

HEC-RAS
XSection
Daml
Levee
Station
WFCK'
100•yr
W.S.
Levee
Downstream
Toe Elev.
