DORCHESTER/FRUITA MINE <br />717.14 BACKFILLING AND GRADING <br />determine if the material is acid or toxic forming. Refuse <br />is now being stockpiled on the bench until tests are completed. <br />717.17 PROTECTION OF THE HYDROLOGIC SYSTEM <br />Dorchester has the beginnings of a site drainage plan for the <br />area, but much of the construction has not taken place. Two <br />Notices of Violation were given for failure to comply with <br />717.17. All access and haul roads are not adequately drained <br />and adequate drainage systems need to be constructed. The road <br />to the Cameo Seam face up has not been surfaced with durable <br />material and is contributing sediment to the natural drainage <br />way. A temporary sediment pond exists at the bottom of the <br />permit area, and this prevents any drainage water from leaving <br />the site. No discharge was occurring from this pond. Plans <br />for sediment ponds to comply with the permanent regulations <br />have been drawn by a consulting firm. <br />Water diversion ditches have been cut into the cliff face above <br />the bench and portal area. Ditches carry water away from the <br />portals and empty into adjacent drainages. This system was <br />judged to be adequate except some regrading needs to be done <br />to improve the gradient for water flow. <br />No water was being pumped from the mine. Apparently, there <br />is not significant groundwater in the mine. Ground water <br />does not appear to be significant in the Book Cliffs. <br />717.18 DAMS CONSTRUCTED OF OR LMPOUNDING WASTE MATERIAL <br />No such facilities exist on this site. <br />717.20 TOPSOIL HANDLING AND REVEGETATION <br />The only topsoil stripping that has taken place is in the Anchor <br />Seam face up area. This was accomplished in response to concerns <br />of the state inspectors. Topsoil signs were in place on the <br />piles. No topsoil was removed where the refuse embankment sits. <br />The area is very rocky, and the operators believe it will be <br />difficult to pick up any topsoil in the area. All topsoil should <br />be removed, as specified in the state mining plan, before any <br />further surface disturbance occurs in the area being developed <br />at the base of the cliffs. Topsoil piles need to be seeded with <br />a temporary cover crop. No revegecacion work has taken place on <br />this site. <br /> <br />-3- <br />
