Neither the bond release <br />request, nor this inspection, evaluated the disturbed areas <br />associated with the T~no1e~ ~acilities_area,.a~ce~s x2ad.and. <br />pond located north of Jackson County Road 12 or the Haul Road <br />within the main body of the permit. Those areas have not been <br />addressed by the operator as far as performing any reclamation <br />activities. <br />As a reference for the discussion below it should be noted <br />that OSM determines whether approximately original contour <br />(AOC) requirements have been met by applying the following <br />three elements contained in the definition of AOC. <br />A.) General surface configuration - the reclaimed area should <br />closely resemble the general surface configuration of the land <br />prior to mining. <br />B.) Drainage - the drainage from the disturbed area should <br />blend into and complement the drainage pattern of the <br />surrounding area. <br />C.) Highwalls and spoil piles - all highwall, spoil piles and <br />depressions shall be eliminated in a manner which blends in <br />with the surrounding terrain. <br />
