OEHLER (MEMO ATTACHED) <br />(1) <br />(2) <br />(3) <br />Immediate Increased Tailings Area Security: <br />BMG shall develop and implement a Tailings Area Security <br />program in order to safeguard the health and safe y of the <br />general public and wildlife. The plan shall be ubmitted <br />to the .Division as soon as possible for re iew and <br />approval. In the interim, BMG shall implement whatever <br />increased surveillance it deems appropriate to co~trol the <br />site. <br />Discussion• <br />required in the future. Therefore, BMG pro oses to <br />suspend the special security measures init'ated in <br />Attachment A. However, in response to public co tern and <br />other expressed concerns by the MLRD, BMG will 'nstall a <br />security fence around the tailings dam in add'tion to <br />normal site security measures. <br />Immediate action was taken to assure increased ecurity. <br />A schedule and explanation was forwarded to Bruce <br />Humphries April 3, 1992 (attached as "Exhibit A" Since <br />that memo the free cyanide content in the ~Itailings <br />impoundment has dropped below 50 ppm (attached as "Exhibit <br />B"); and further, since it appears that conce trations <br />below 50 ppm are considered to be non-threat Wing to <br />wildlife by the U.S.D.O.W (attached as "Exhibi C"), it <br />would follow that minimal security measures s ould be <br />Immediate Assessment of Environmental Impact: <br />monitoring facilities.
