Peter 14atheis <br />New Castle Energy Corporation <br />7oz5 East Napa Place <br />Denver, Colorado 80237 <br />Dear Mr. Matheis: <br />The Division has reviewed the 1988 Annual Hydrologic Report for the Coal Ridge <br />No. 1 f41ne. Although there are few apparent hydrologic impacts from the <br />operation, the fact that the majority of the required monitoring intervals <br />were omitted makes such determinations very difficult. The only way in which <br />ground water monitoring frequency may oe reduced is through submittal of a <br />Technical Revision (Rule 1.04(130)) to that effect. Therefore the Division <br />must issue an iJOV (C-8y-020) for failure to monitor ground water in the <br />approved manner. <br />Since there is currently no mining activity at Coal Ridge, and since the <br />"reclamation-only" permit renewal is in progress, the operation can be <br />considered in the "after rock tunnel development" category of Stipulation 3. <br />Therefore only quarterly field parameters/annual chemical analysis are <br />necessary, in 1988, then, the third and fourth quarter field parameters, <br />along with some miscellaneous items, were omitted from the monitoring <br />schedule. Tne Division shall consider the first two quarters of 1989 to oe <br />included under this NOV, so the 1989 AHR should include at least complete <br />reports on the triird and fourth quarter monitoring plus the annual chemical <br />analyses. I attempted to reach Mr. Michael Galloway to determine the status <br />of monitoring in 1989, and was unaole to reach him. <br />Several other concerns arose curing the review of this report: <br />Wells OW=12, OW-13, OW-14, and OW-16 aDPear neither on Figure <br />3.3-12 (Ground Water and Surface Water Monitoring System) nor in <br />Taole 3.3-1 (Summary of Monitoring Well Completion Detai'Is). I was <br />unaole to determine where these wells are and it would oe helpful <br />if you updated those two pages. <br />2, ido data was given for Well OW-13, and it r+as not indicated to be <br />dry, <br />3.
