Complinncc with Colorado Sur fa c!• Cn,ll ~lininq Reclamation Act <br />CRS 1971, as amended 3~l-33-101, et. se'7. <br />a nri the <br />Rules and Re~nrla Li ons lss uad Pursuant to the Act <br />This includes a listing of the particular provisions of the regulatory program which were <br />examined during the course of this inspection, and identifies enforcement actions taken <br />during the inspection for failure to comply with the Rules and Regulations, the Act and <br />the permit. <br />4.02 Signs and Markers <br />Mine permit and identification signs, and topsoil markers are in good rr_pnir and in <br />compliance. The entire perimeter of the mine p!•rmit area is fenced. There is no blasting <br />occurring at the site. <br />4.03 Roads <br />All roads (including the across mad across DLA1 land) rare in grand condition ,ufrl in compliance. <br />All culverts were clear and serviceable. Riprap has been placed at the outlets of <br />conduits to reduce erosion. <br />4.05.5 Sedimentation Ponds <br />The operator has stabilized the nutslnpe cmbnnknvwt pe_r procedurr_ outlined in Itobcrt Liddle's <br />March 25, 1981, inspection ieport. The stability of thr_ ernbankmcnt should not pose a <br />problem. Pond A needs to be brought into compliance as .coon as Division review and <br />approval is granted. <br />4.05.13 Surface Loa ter Moni to ri nr <br />The embankment in Mann Draw in which the parshall flume is in place has been regraded. There <br />is still a concern that Mann Draw runoff may pond behind the embankment. This will be <br />evaluated in inspections and in the permanent program application. <br />4.06 Topsoil <br />The buffer zone around the hor~c~choe dump has been cleaned of all dehris. It appears that <br />activity has taken place on topsoil stockpile D. This small area of disturbance will need <br />to be seeded this spring. <br />4.09 Disposal of Excess Spoil <br />r <br />The horseshoe dump continues to yrow in size. A pote_ntiaZ concern is that material on <br />the outslopes appears to be dcposi,ted at the an91e of repose, posing a potential stability <br />problem. This will be evaluated in teens of the existing permit rand in the context of <br />the new permit application. <br />9.28 Support Facilities Not Loca Led ,11: Ur Near The f-0i ne Si Ce <br />The Northgate loadout facility was in~;pected anr7 a Iargr. amount of unpermited disturbance <br />ha's occurred. The operator has stn ppr•d and stockpiled topsoil at the site. No sediment <br />control facilities are in place. Large rquipm_•nt has driven through marshy areas causing <br />significant disturbance. In the Febn wry 26, 1981, inspection the operator told this <br />inspector that no operations were planned for the loadout facility. In conversations <br />with Jay Stewart of Flatiron Company late in 1980, it was stressed that if thr_ loadout <br />was to be needed for operations .in mirl 1981, the operator should s!•ck an interim program <br />approval for the site.
