r. Robert Hagen - 5 - June 5, 1987 <br />Summary <br />These are the principle issues that have arisen during this case. As is <br />evident in the preceding discussion, the management of this case by OSM has <br />challenged the concept of State primacy, undermined the State effort to <br />reclaim and permit an abandoned mine, disrupted a previously cooperative <br />working relationship between the AFO and the State and between the State and <br />the landowner, and raised questions of trust and fairness. The issues that <br />are manifested in this case have underlain other recent incidences with the <br />AFD. As stated, we believe that during the past few years a constructive <br />relationship has been developing with the AFD. The concerns addressed are <br />recent, but we believe this new trend can be reversed. The key is openness in <br />communication and receptivity to new ideas to solve problems. <br />I would like to meet with you soon to discuss the issues that have arisen <br />recently and the future direction of OSM as it affects Colorado, given the OSM <br />personnel and organizational changes.
