DICK WARD: <br />LARRY BROWN: <br />WAYNE SMITH: <br />DICK WARD <br />(????) <br />DICK WARD: <br />(????) <br />WAYNE SMITH: <br />DICK WARD: <br />existing.... <br />It seems to me that not long ago we had a number of requests for the <br />possibility of special meetings and we said in effect, this thing is close <br />but it is not close enough and we can't consider it fully, etc., and we <br />agreed to try to have special meetings, but agreeing to do so, I think <br />in equity we have to consider what we denied for other operators on the <br />basis of inadequacy saying that it's not ready. I'm not sure that I <br />see a great difference between those situations and this one. <br />Another aspect on the violation, this business of the newspaper article, <br />the cat grubbing around in the river, the September 17th article. <br />What's the story behind that? <br />Ok, I saw that article, we were questioned about that. The operator of the <br />dozzer told his supervisor, he had no authority to go in the river <br />from the County Commissioner, he was down there on (inaudible) <br />he was supposed to be working in another area, he told his supervisor <br />that he was asked by a local landowner if he would cut a ramp for cattle <br />to go down in the river, to go across the river, on the reflection of things <br />it seems like it was very poor judgment on the part of the operator to do, <br />but, that is the way things have been in the County for years and years, <br />and this is one of our old time operators, and he didn't think there was <br />anything wrong with the request. He was clearly not mining, he was <br />cutting a ramp for the cattle to get to the river, for a short time but <br />long enough for the (inaudible) to get over their and take a picture. <br />Again, there was nothing valicious.intended, he had no authority to do it <br />and he was reprimanded for that. And it was just one of those embarrasing <br />things that happen from time to time. <br />It was quite a bit of material, I saw it, maybe it was a short time, but <br />it was coincidence that I saw it, and I am not, I have to conclude that it <br />was either a coincidence for the photographer and myself to be there <br />in just that little time or he moved a loC of material it looked to me like. <br />From what I have seen of it. The river was beginning to meander and an <br />awful lot of material had been moved aside, on the East side of the bridge. <br />Are you talking about the matecial East of the bridge? <br />Right. <br />That's not it, that is a mining operation of some nature. <br />This is one that is a mile downstream from I-25. <br />Ok, I didn't see that one. <br />
