• ~ iii iiiiiiiiiiiii iii <br />TRAPPER MINING INC. 999 <br />November 13, 1990 <br />Mr. Jim Stevens <br />Colorado Mined Land Reclamation Division - - <br />215 Centennial Bldg. - - <br />1313 Sherman St. <br />Denver, CO 80203 = _ <br />Dear Jim: - - - - ' -~ ~' <br />Subject: Overview of [he CMLRD/OSM Joint Inspection of <br />Trapper Mine on 11/6/90 and 11(//90. <br />Following is a list of potential non-compliance i[etns that were identified and mitigative measures performed <br />by Trapper during the joint CMLRD/OSM inspection of Trapper Mine on November 6-7, 1990. <br />1. A small gully was identified within a cropland area between the reconstruc[ed East and West No <br />Name drainages. This gully is not active as vegetation was established in the gully bottom. The <br />gully was not identified during our annual rill and gully inspection. Trapper did, however, correct <br />this oversight by repairing the Bullied area with rock rip rap on 11/12/90. <br />2. A small gully was identified within the No Name drainage channel immediately upstream of No <br />Name pond #~3. A loader vyas dispatched to the area immediately and appropriate repairs (rock rip <br />rap) were performed [o cortect [he problem on 11/6/90. <br />3. Three topsoil stockpiles (two in West Buvard and one in East Buuard) were identified as being <br />lightly vegetated with a potential of having inadequate vegetation for erosion control purposes. <br />However, there was no evidence of excessive erosion on any of the three piles during the inspection. <br />As part of Trapper's weed control program all three piles in question were sprayed with appropriate <br />herbicide in June , 1990, to control noxious weeds (Canada Thistle). Following spraying, [he piles <br />were all drill seeded with Trapper's approved topsoil stockpile seed mix. In the fall of 1990, live- <br />stock were allowed access to these piles as they are located within an approved livestock grazing <br />lease area. The result of livestock grazing on the piles added to the illusion of light vegetation <br />response on the piles. As a mitigative measure, Trapper immediately fenced all three stockpiles <br />(three strand barbed wire) to ensure that future livestock grazing within the area would not impact <br />the vegetation response on these piles. Additionally, Trapper re-seeded (broadcast) all piles in <br />question with our approved topsoil stockpile seed mix. All fencing and seeding efforts were com- <br />ple[ed by 11!7/90. <br />4. A segmen[ of a diversion ditch surrounding a topsoil stockpile located north of our Browning pit <br />stripping area was removed. The ditch was accidentally destroyed as a result of scrapers hauling <br />topsoil to the stockpile area. The error was identified and Trapper responded immediately by <br />resurveying and reconstructing an appropriate ditch. The ditch was offset far enough away from the <br />pile as to accommodate addi[ional topsoil placement during 1990 field season (currently adding <br />topsoil to this pile). All construction activity was completed by 11(7/90. <br />5. A small berm was identified in the emergency spillway of Trapper's Industrial Waste Pond. This <br />berm was not part of the spillway design and was removed on 1118/'90. (Prior to the removal of the <br />berm, Trapper initiated a survey and concluded that adequa[e impoundment freeboard (1.2') existed <br />even wi[h the berm intact.) <br />6. Water was identified seeping under the parshall Ilume established on Johnson Gulch pond #10. <br />The source of the water was either from main stream seepage under the flume or Crom seepage <br />located within an undis[urbed area a[ the toe of the pond embankment. On 11/13/90, Trapper used <br />sodium bcntonite around the upper and lower end oC the flume in an effort to seal any seepage <br />under [hc cs[ablished flume. <br />P.0. Box 187 Craig.
