I <br />I am also enclosing a copy of the permit issuedi~by the <br />ate of Colorado, Department of Health, Water Quality <br />ntrol Division which indicates that this is a non-i <br />scharge permit and that no monitoring requirements are <br />erefore imposed, except if a by-pass is required under the <br />andard provisions of part 3 of the permit. To my knowledge, <br />request for by-pass has ever been made. <br />I have not enclosed the printed portions of thelpermit <br />self, since I assume they are simply stock language and <br />t relevant to a non-discharge situation. ~ <br />This seems to affirm the position previously talken by <br />th the operator and the MLRB that no surface or ground <br />ter monitoring was required under the permit issued to The <br />ekcastle Company. <br />
