<br />,' <br /> <br />IiI. Comments - Compliance <br /> <br />Below are particular issues with regard to any of the <br />compliance Items. Enforcement actions resulting from failure <br />to comply with the Act, Rules and Regulations, and the permit <br />also are identified below. <br />1. Several drainage concerns were noted this inspection, and <br />will be discussed separately. <br />a. Runoff from the portal pad area should flow south <br />toward the drains at the base of the highwall. Two <br />problems were noted in this area. The drain appeared <br />clogged and a portion of the pad drains to the north over <br />the outslope of the portal bench. This pad needs to be <br />regraded or bermed to prevent water from flowing over the <br />outslope. 'Phe drains on the pad need to be maintained. <br />b. A small portion of the runoff from the breaker <br />building area flows easterly into the emeryency spillway <br />channel of pond MB 1t1. A berm or ditch should be placed <br />along the channel's perl.meter in this area so that <br />affected drainage is controlled. <br />c. The culvert outlet at Station 46135 (adjacent to <br />refuse pile) was obstructed. This culvert should be <br />cleared. <br />d. Runoff from a portion of the breaker building area, <br />FW B1 pond outslopes and adjacent topsoil stocksile was <br />designed to flow along the access road ditch to a <br />cross-over culvert and eventually to pond MB N2. The <br />cross-over culvert was clogged. Tlti.s resulted in water <br />breaching the ditch and .f lowing over the road outslope <br />north toward the river. The culvert needed to be cleared <br />to allow the water to flow to pond MB H2. Any resultant <br />ruling and gullying will need to be elevated this spring <br />when snow cover is gone. , <br />e. Runoff from an undisturbed area north of the topsoil <br />~,• stockpile was flowlny ovr_r the cue. ;lope of the mine <br />accesa road (wesC of Che breaker building). The water <br />was causing numerous rills on the cut slope. This water <br />should be controlled and the rills stabilized. <br /> <br />
