A significant amount of data (weekly/monthly frequency) was submitted in the 2000 <br />AHR relative to mine water discharge. Given the cursory review done to generate <br />this memo, it is not known whether any data was missed under this plan. Generally, <br />it would appear that data was collected appropriately with possibly a few <br />questionable areas. These possible misses can be addressed during a detailed <br />AHR review. <br />Mine Inflow Monitorin <br />The mine did a better job of reporting mine inflows but continues to exclude 6 Right <br />inflows from the map providing locations of the inflows encountered in the wortcings. <br />A table of 6 Right inflows was provided. <br />Conclusion <br />It is apparent that there are some obvious problems in the 2000 AHR due to <br />misunderstandings and different interpretations of Exhibit 14. These problems likely <br />do not preclude the Divisions ability to determine the presence or lack of hydrologic <br />impacts. However, it seems clear that Exhibit 14 could use some work to make it <br />understandable and eliminate chronic contusion of the past. This is not the first time <br />the Division and TCC have discussed this very issue. In the June 1996 Mid-term <br />review, Division question # 10 states; <br />"Exhibit 14 -Hydrologic Monitoring Program seems extremely complicated and <br />confusing due to text descriptions which contradict tables, table footnotes, and <br />numerous tables in various formats. Due to past monitoring problems and confusion, <br />the Division is requesting that TCC re-organize this information so it is presented <br />clearly and concisely." <br />TCC responded in TR-26, Mid-term Review Responses, as follows: <br />November 11, 1996 <br />`TCC has taken this comment info consideration and will work on developing <br />a hydro monitoring plan thaf is less complicated." <br />December 18. 1996 <br />"It was TCC's understanding that it was not a requirement to change the <br />monitoring plan, and the request by the Division was based on making the <br />plan lass complex. At this time, TCC is looking at this request and will <br />determine if the plan maybe modified at a later date." <br />• Page 3 <br />
