BOX 1303 Executive Director <br /> Boulder, CO 80306 Michael B.Long <br /> Division Director <br /> RE: Clarification of recommendation of approval , Western Mobile, <br /> Deepe Farm Pit, Permit M-81-302 , AM-002 . <br /> Dear Mr. Hart : <br /> The Division of Minerals and Geology would like to clarify our <br /> recommendation of approval of Amendment 002 . We assume that the <br /> Western Mobile adequacy response of May 15, 1997 regarding topsoil <br /> replacement meant that a minimum of 5 . 5 inches of topsoil would be <br /> replaced over all reclaimed areas. <br /> Our inspection observations on the site have indicated that areas <br /> reclaimed with less than 6 inches of topsoil may have trouble <br /> meeting the vegetation performance standards . Therefore, we are <br /> amending our recommendation for approval to include a condition. <br /> The condition is that Western Mobile provide a soil testing plan <br /> that would verify the replaced plant growth media' s ability to <br /> support the plant species to be established in reclamation. In <br /> addition, a soil sampling plan must be provided in the form of a <br /> revision to the permit and must be received no later than 30 days <br /> after final action by the Mined Land Reclamation Board on Amendment <br /> 002 , and approved no later than 45 days after initial submittal . <br /> If the revision is not submitted and approved within these <br /> timeframes, the Division is recommending that Amendment 002 be <br /> denied at that time. <br /> If you have any questions, pleas contact me. <br /> Sincerely, <br /> H.
