Exhibit "E" <br />3.1.9 Topsoiling <br />(5) The operator will take measures to assure the stability of replaced topsoil on graded slopes by <br />roughing the subgrade to gain a mechanical bond to the topsoil being replaced. This should <br />insure the elimination of any slippage zones. <br />(6) It is the applicant and owners opinion that the topsoil present on site will be adequate to <br />establish the seed mix recommended by the local SCS. <br />(~ Fertilization; none is considered in this situation. <br />(8) Vegetative piles, if any, will be minimal and shall be removed from the area or utilized in the <br />reclamation of the site. <br />3.1.10 Revegetation <br />(1) In the revegetated areas, the reclamation plan has been designed for rangeland with self- <br />regeneration grasses that do not need irrigation. <br />(2) No forest planting is planned since it is not consistent with rangeland reclamation. <br />(3) The operator/owner has chosen rangeland for these slopes, the backslopes on the pit <br />perimeters, both north and south, will be finished at 3H:1 V or flatter, Seeding will be done with <br />a drill with competent agitator. Should it be necessary to broadcast in any spots, the seed rate <br />will be doubled. <br />(4) Since this mine site will be reclaimed for rangeland use, grazing will be delayed until the <br />landowners in conjunction with the Division determine it is ready for release. <br /> <br />
