COBERT: Well, one of the first things I want to <br /> 14 mention is a couple of statements; one by Mr. Cooley e~irlier <br />1 15 today, and another by Mr. Banta during the prehearing conference <br /> 16 on Monday. So, I guess, my role, this afternoon, is <br />' 22 to really speak as a citizen of Colorado Springs.
