Spring weather events <br />including heavy rein and snow precipitation during the last two weeks have created poor conditions to <br />attempt the earthwork necessary to abate the above violation. EFMC is therefore requesting a two week <br />abatement extension to April 23, 1993. <br />Specific abatement steps for the subjeM violation were not stated on the notice of v <br />been the subject of several recent conversations between EFMC and the Division. In <br />evaluate the abatement procedures under discussion, I observed and reviewed conditions at <br />Mine site with mine personnel on April 7, 1993. Based oo existing site conditions and pi <br />history, EFMC intends to perform work on site drainage systems, including construciton c <br />drainage controls to reduce sediment inflow to the pond in an effort to eliminate further non <br />discharges. This work will include maintanence on the west refuse pile collection ditc <br />segment of the south refuse pile collection ditch. In addition EFMC will construct tempor <br />Helen Mine Raw Coal Stockpile area and in the adjacent 'boneyard' area above and to <br />reduce the contribution of sediment laden runoff from these areas.
