AFO apologizes for the delay in answering your response. As you know, OSM
is in the midst of a major reorganization which has involved transferring ongoing projects
from AFO to the Denver Field Division (DFD) of the OSM Western Regional Coordinating
Center (WRCC).
Chief, DFD, at 303-672-5524 to schedule the meeting.
In your response summary (page 2, last paragraph) you indicate that "...most, if not all
of the concerns cited in the TDN may be resolved by measures which DMG is requiring
the operator to take in order to address the deficiencies upon which our decision to deny
bond release were based." I have discussed this issue with Jim Fulton and we agree that
a consultation with DMG to discuss both the reclamation plan and relationship of the
measures which DMG is requiring the operator to take, to the applicable provisions of
Colorado Rule 4.14.2, will be helpful to resolve the TDN. Please contact Mr. Jim Fulton,
The Denver Field Division will postpone issuing the finding required at 30 CFR
842.11(b)(1)(iii)(A) until after the conclusion of the meeting.
Sincerely,
ri2~
~~Z~
Arthur W. Abbs, Acting Director
Albuquerque Field Office
cc: Jim Fulton
