be buried/covered with a minimum of 3 feet of soil, or alternately, it may be hauled into and <br />disposed of within the mine prior to closing the portals. <br />E.10 Surface Facilities or Roads not Subject to Reclamation <br />The existing County Road 20R that extends from southeast to northwest through the main <br />facilities area and the existing roads that provide access to the top of and along Gypsum Ridge <br />will not be reclaimed. These roads, which are identified on Figure F-1, will continue to provide <br />access to the area for other multiple uses. Some of the access roads to the vent holes located <br />within the Sunday permit boundary are no longer in use and natural revegetation has occurred <br />(Figure F-1). Further reclamation activities on these roads would be unnecessary and would <br />likely create additional disturbance that would negate the reclamation that has occurred naturally <br />on these roads. Access roads in the area typically have a lower slope and reduced runoff <br />compared to the naturally steep terrain that surrounds the roads. These shallower slopes and <br />reduced runoff allow for natural reclamation and enhanced vegetation on the roads in the area. <br />The permanent diversion channels that will be constructed uphill of the surface facilities (see <br />Figure C-4) are large enough to accommodate the 100-year, 6-hour storm event and will be left in <br />place to facilitate post-reclamation surface drainage. <br />E.11 Reclamation of Underground Mine <br />Vent holes (see Figure F-1) will be reclaimed by welding a steel plate over the vent hole casing <br />and then constructing a reinforced concrete cap over the steel plate. The concrete cap will <br />include small I-beams, angle iron, and rebar for structural support and a minimum thickness of 6 <br />inches of concrete. The concrete cap will be covered by 3 to 4 feet of soil collected from within <br />the area of disturbance associated with the vent hole. All disturbed areas will be ripped and <br />seeded in the late fall. Vent holes T-1 through T-5 and any proposed vent holes (locations will be <br />identified at a later date) will be seeded with the approved reclamation seed mix (see Table E-1). <br />Reclamation will occur concurrently following disturbance whenever possible. <br />The portals of the decline will be reclaimed by placing waste rock backfill from 30 feet inside the <br />portal to the portal entrance. Backfilling will also occur around and against each backfilled <br />opening to create a natural appearing talus slope of approximately 2H:1V.
