<br />Areas 2 and 3 <br />The Corrective Action Plan states that Area 2 has an <br />average slope of about 1.3:1 and that Area 3 has an <br />average slope of 1.8:1. Although the Corrective Action <br />Plan does not contemplate any earthwork at these areas, <br />it is recommended that either cutting or filling of these <br />slopes occur such that an average 2:1 gradient is <br />achieved. This recommendation is substantiated by the <br />CTL/Thompson Report conclusions. The method of <br />conducting this grading and representative cross sections <br />of each area should be submitted. The cross sections <br />should show current topography and post-grading <br />topography. <br />The operator should submit a channel design for the toe <br />of the Area 3 slide. This channel would convey flows <br />across the area in an efficient manner in order to <br />minimize infiltration and erosion. <br />Area 4 <br />Removal of material to form a 2:1 slope as pr~~posed is <br />acceptable. From the cross section provided, however, it <br />appears that this work will only occur at the upper <br />portion of the fill. Steep slopes near stati~ms 2 + 86.6 <br />and 3 + 10.1 should be graded so as to achieve a maximum <br />2:1 slope. The lowermost portion of the fill (station <br />3 + 10.1 to station 3 + 33.5) should be graded to a 3:1 <br />slope. The toe of this area should be constructed so as <br />to allow runoff to pass quickly through this ,area, in <br />order to minimize infiltration and erosion. <br />Financial Warranty <br />The August 23, 1989 Board Order states that the operator must submit <br />a financial warranty adequate to assure completion of the corrective <br />actions. The Corrective Action Plan does not address thi~> issue. <br />Furthermore, sufficient detail is not presented in the pl,rn to allow <br />the Division to estimate the cost of implementing the plan. <br />In order for the Division to estimate the cost of completing the <br />Corrective Action Plan, the following information should Ise supplied: <br />1. The volume of material to be moved at each slide area. If <br />there will be a net material gain or loss from any ,area, the <br />material source or disposal site should be described; <br />2. The volume of plant growth medium to be placed at e,~ch slide <br />area (areas one through seven). Also, it will be necessary to <br />identify the source location of the plant growth medium; <br />3. The acreage of each slide area (areas one through seven); ~ <br />
