Long <br />Drvrsion Dveaor <br />RE: Colowyo Coal Mine; C-81-019 <br />Notice of Violation: C-92-30: Failure to Provide Blasting <br />Sketches <br />I would like to provide some background concerning this violation. <br />The question of Colowyo's use of blasting records came up during <br />Colowyo's recent permit revision (PR-O1) and permit renewal <br />(RN-02). <br />10-4-92 PAR concern # 7 referred to the need for <br />blasting sketches; along with the need for <br />references on the blasting record for wind <br />direction, wind velocity and the number of <br />personnel in the blasting crew. <br />12-5-92 Colowyo responded by updating the blasting <br />record, Figure 2 of the permit application, <br />without including sketches. <br />The permit states on page 2.05-28, that coal <br />blasting would vary from seam to seam and that <br />three general types of overburden blasting <br />would take place; one each for truck and <br />shovel, dragline and blast casting operations. <br />Two approximate ("typical") blasting patterns <br />for both coal and overburden were given in <br />Tables 5 and 6 of the permit. <br />3-25-92 The Division stated that Concern # 7 of the <br />PAR had not been addressed. It was noted that <br />there needed to be typical sketches for all <br />blasting patterns used at the mine, in the <br />permit application. <br />It was further noted that,"If typical blasting <br />sketches are to be used in conjunction with <br />field blasting records, they should be clearly <br />labeled and available with the blasting <br />records." <br />
