The <br />number of hours spent on the first report was appropriate, given the <br />nature of the sampling and the degree of discovery and learning <br />associated with that period of study. The amount spent do the second <br />was also appropriate, given the degree of change impl mented as a <br />result of the first sampling. Present and future repo ts, however, <br />should be more routine. What is needed from here .out is t at you study <br />the data, assure its accuracy, and report on anomalous va ues. If you <br />find it necessary to spend more than a few hours on reports, please <br />indicate that need to the Division before implementing iU. <br />The fact that the most recent sampling event was misse appears to <br />represent a failure to abide by the conditions of t e contract. <br />RCG/HHI should plan to carry out all future samplin events in <br />accordance with the contract and the MOU, and report an failure to <br />meet your obligations due to unavoidable circumstances to the Division <br />in writing within 10 working days (see Contract, Article 2). I must <br />remind you that it is your responsibility to schedule he sampling <br />events with Battle Mountain. If you feel it my respo sibility to <br />remind you of this obligation, please let me know. <br />Please provide to the Division an explanation of why the most recent <br />event was delayed, and provide a corrected and documen ed itemized <br />invoice for the period June 1 - June 30. If you need assi tance during <br />my absense (August 5 - 29), please contact Larry Oe ler or Jim <br />Pendleton. <br />The Division is concerned that RCG/HBI is handling t is contract <br />inappropriately and with a lack of due care.
