I am delighted that you were able to investigate the <br />property of Joseph Curtis Harden. I also express my gratitude to Jo Ann Sorensen for contacting your office to <br />express the concerns of the York Gulch community regarding these matters. <br />Obviously you conducted a thorough investigation and were able to document a number of practices that were not <br />in compliance with State of Colorado regulations. I am very pleased that you have taken the action necessary to <br />ensure that Mr. Harden will no longer contaminate the environment with petroleum products. Secondary <br />containment of storage vessels and generators along with berms and impervious liners are very encouraging <br />steps. The removal of debris and refuse is also wonderful and will vastly enhance the aesthetics of the <br />Overlooked Way corridor. <br />I noticed from your photographic evidence that you found two, 2 foot by 2 foot regions of petroleum contamination <br />on the Overlooked Way corridor. These are in fact remnants of the complete zones of contamination. Following <br />my original complaint to the county more than a year ago, Mr. Harden covered these soils with 3 to 6 inches of <br />fresh topsoil. Since then, runoff has exposed the regions you photographed. Please know, however, that the <br />actual zone of contamination that was nefariously concealed by Mr. Harden exceeds same 500 square feet. <br />Nonetheless, I am gratified that you have taken the steps necessary to ensure he won't be contaminating the <br />environment with future petroleum wastes. <br />I have collaborated with a colleague in analytical chemistry and we will use standard protocols to extract soil <br />cores from the actual zone of contamination and assess quantitatively the extent of petroleum contamination by <br />atomic absorption spectroscopy. Additionally we will assess the contamination of surface run-off water and <br />interstitial water by similar methodology, Said results will be analyzed to determine the degree and extent of <br />contamination and then used to formulate a remediation plan. I will work with Clear Creek County to obtain <br />approval to excavate and dispose of the contaminated soils once these studies have been completed. <br /><SPAN style="FONT-SIZE: tOpt; VERTICAL-ALIGN: <br />10/12/2006 <br />
