.-

2
Reclamation of the structures discussed above and installation of
the diversion(s) approved in the technical revision should be
completed within 20 days of final approval of the revision by the
Division.
The demonstration that sediment. control ponds are no longer
required at the reclaimed mine, on page 4-19, includes a statement
that those structures no longer need to maintained. This statement
should be removed from the permit. As long as the structures
remain on the ground and are capable of impounding water,. they need
to be maintained to design specifications.
2. Appendix 4-H includes a discussion of subsidence monitoring
plans for the mine. Requirements for subsidence monuments were
dropped by the Division in its 1988 Findings document because the
area proposed to be monitored was never undermined. The permit
should be revised to reflect the fact that subsidence monitoring is
not presently required.
3. Drawing D-2-3 contains drainage structures for the haul road
to the former loadout. This map needs to be revised to accurately
reflect the current configuration of the road's drainage system.
Appendix 4 includes design data for the road culverts. This
section should also be updated, if necessary.
Two additional items should also be addressed this fall, outside
the realm of the revision discussed above. First, the long pond
embankment and surrounding area appears to need reseeding, as last
year's efforts do not appear to have succeeded. Cattle should be
kept off the seeded area for at least one year, as required by Rule
4.15.5. This may require installation of a fence around the pond.
Secondly, the old monitoring well neat to Pond P-7 needs to be
reclaimed, and the concrete pad removed.
If you have any questions about theses matters, please feel free to
contact me or Barbara Pavlik. Ms. Pavlik will be back in the
office on October 17.
Sincerely,
Larry P. Routten
Environmental Protection Specialist
cc: Barbara Pavlik
Susan McCannon
c:\wp51\92794
