Box 161 <br />Silt, CO 81652 <br />Eastside Mine; 12/02/93 Random Sample Inspection <br />Participated in a joint, random sample inspection of the Eastside Mine. The <br />Colorado Division of Minerals and Geology (DMG) was represented by Larry <br />Routen and Eastside Coal was represented by Steve Self and Linda Limbach. <br />Weather conditions were clear, sunny and cold during the inspection and ground <br />conditions ranged from snow covered and frozen to defrosting and slushy. I <br />identified my self to Ms. Limbach and Mr. Self and we began the complete <br />inspection. <br />Mr. Routen began the inspection by a complete review of the office files including <br />permit approvals and amenddients; and all required monitoring and inspection <br />reports. Major parts of the review included: NPDES Permit COG-85000 permits two <br />outtall locations and expires 6!30197. Only one outfall, the sediment pond, has <br />been constructed and is being monitored/reported as required by the permit. The <br />second outtall, which is a sediment pond for the proposed refuse disposal area, <br />has not been constructed to date as the operator is not utilizing the refuse disposal <br />area yet. DMR's were curre0t.3hrough.9/30/93.with.no..discharge.reported._The__ _.__.__._ _.____ <br />sediment pond has not discharged since construction according to the permittee. <br />The sediment pond was certified 8/84 and this certification was reviewed. Sediment <br />pond quarterly inspections were current through 9193. <br />Thr required surtace and groundwater monitoring plans (Permit Stipulations) were <br />reviewed and found to be in compliance and current through 11/93. Annual <br />reporting requirements will be satisfied by the Annual Hydrological Report. August <br />10, 1993 appeared to be the last mine inflow study. The study did not document <br />any substantial new mine inflows. The Geotech well (at proposed refuse area) <br />remains dry through the current sampling period. <br />The mine resumed active mining status on 8/23/93 (the permittee had requested <br />temporary cessation) as the permittee secured a contract for coal deliveries to the <br />Cameo Power Station. TR-09 which was approved 10/15/93 reduces the required <br />subsidence monitoring/reporting frequency to semi-annually. There has been no <br />reported movement of the subsidence monitoring point to date due to limited <br />mining development. The permittee must resume quarterly monitoring when <br />pillaring begins as the mine develops. <br />
