Lock <br />Pursuant to our telephone conversation on May 20, 2004, I am writing to you on behalf of <br />my clients, Norma and Eugene Baker, regarding actions taken by the Town of Lake City along Water <br />Street last fall. Although the Town contends it was simply widening Water Street, we believe the <br />Town also had another purpose-the mining of shale from the property alongside the roadway. <br />Consequently, the Bakers believe that the Town should have obtained a mining permit and submitted <br />a plan for reclaiming the hillside, which was left in an unstable condition. <br />To assist you in your investigation, we provide you with the following information: <br />A.
