Page 2 March 22, 1990 Rocks on Black Canyon Road Fred Basta We do want to point out that until the HR6 culvert situaition is resolved, the problems at the guard house entrance to Cedar Heights will likely continue, at least to some de€;ree. The culvert situation at the guard house is a serious problem. If those culverts had been installed according; to design when Cedar Heights was built the problem would not be so severe. Castle is not responsible for those culvert: and Cedar Heights has been informed of this fact at least once, if not several times. 9nce HR6 is installed, the problems at the guard house should be reduced greatly. However, as can be seen in the HR6 plans what is done on the quarry road betxeen HR6 sad the guard house is largely dependent upon what is done at HR6. Castle does not feel it is necessary to initiate a street sweeping program as Mr. Nagle suggests because Prom what we can see of the amount of material in the street gutters it is not unusual. I think it is common knoxledge that by late winter sanding material along roads and streets tends to accumulate and is largely gone after the rains come. In short, we feel Mr. Nagle is unnecessarily concerned because according to our observations the amount of fine material in the gutters is little different below the guard house than it is above the guard house on the Cedar Heights roads. Most of those fines have come from sanding operations so Mr. Nagle and the other residents can access their homes. We are not saying there isn't a problem with material waehi.cg out of the quarry road entrance. I£ that was the case, :iR6 would not even be needed. We are saying that the proble:a is not as great as Mr. Nagle seems to think.
