Ca[tany <br />Division Director <br />The Division recently spoke with Danelle Volpe of Banks and Gesso regazding the,reclamation cost <br />estimate for the Lyons Quarry, Permit No. M-1977-208. The conversation.discussed reclamation <br />costs and requirements for the disposal of concrete on site. The letter sent to you on Apii12, 2003 <br />addressed disposal for all structures at the CEMEX site (including concrete, steel, etc.:). If <br />CEMEX proposes to only dispose of concrete on site, then the Division would not require extensive <br />testing of material or lining of the pit. The cost associated with the landfilling of concrete is <br />enormous, especially for a site of this maggitude. If CEMEX only proposes to backfril concrete on <br />site, the following criteria will need to be met: <br />1. A technical revision to the permit must be submitted within 60-days of posting of the financial <br />warranty. <br />2. A description of the disposal site(s) and their proximity and relationship to ground and surface <br />water. A description of any ground and surface water protection measure to be installed. such as <br />landfill liners, covers, diversion ditches, or temporary storm water controls (if needed). <br />A description of the debris to be disposed on site, and a description of the types of material to be <br />hauled to a landfill. <br />4. Provide an estimate of the volume of debris to be landfilled. <br />Provide a brief discussion of the hazazdous materials that may be encountered during plant <br />demolition and how they will be managed and disposed. <br />6. Provide a plan describing how debris will be placed and stabilized in disposal cells to prevent <br />voids and settlement. <br />
