Banta, <br />Division Director <br />I have reviewed Sections 2.05.4 and 2.05.6 of the Raton Creek permit <br />application and the Findings Document, regarding reclamation and re vegetation <br />plans. <br />The information pertaining to revegetation plans and success standards appears <br />adequate. <br />My only question regarding the reclamation plan is about the scheduling of <br />reclamation of the refuse pile. On pane 458 of the permit application, it is <br />stated that "The overburden and topsoil will be placed on the refuse as soon <br />as each lift is completed." I believe I read a similar commitment elsewhere <br />as well. The application also indicates that construction of the first lift <br />had been completed prior to January 1988. If this is the case, why has the <br />lower lift not been reclaimed during the past two years? It seems to me that <br />the operator should be required to reclaim the first lift of the pile this <br />summer. <br />3097E/scg <br />
