Box 550 <br />Rocky Ford, Colorado 81067 <br />Re: Valco, Inc., "Lamar West Pit", Prowers County, File No. 81-132 <br />Dear Mr. Gregg: <br />The Division's March 22, 1985 letter outlining recalculated Reclamation costs <br />suggested a Financial Warranty increase would be considered by the Board at <br />the April 24-25, 1985 meeting. <br />An error in calculating costs was found. The following presentation outlines <br />the corrected Reclamation cost calculation. <br />The $1,160.00 "floating reclamation bond" (Financial Warranty) appears <br />inadequate to pay the reclamation costs incurred by a contractor engaged in <br />those efforts. Using the Eleventh Edition of the Caterpillar Performance <br />Handbook and the 1982 Rental Blue Book for construction Equipment, and <br />information provided in the "Rozman Pit" Annual reports and Permit, the <br />following costs were calculated: <br />If the operation were abandoned, for whatever reason, a contractor would be <br />hired to reclaim the maximum distrubance: <br />1. 4.8 acres of major disturbance requiring backfilling, grading, topsoil <br />replacement and revegetation; <br />2. 2.9 acres of topsoil replacement and revegetation; and, <br />3. 1.8 acres of revegetation. <br />Therefore, 4.8 acres would require backfilling, 7.7 acres would require <br />topsoil replacement, and 9.5 acres would require revegetation efforts. <br />Assumptions: <br />1. The average overburden thickness of 3 feet will be replaced (backfilled); <br />2.
