c <br />Exhibit E <br />Amended 9/19/07 <br />Reclamation Plan <br />Existin¢ Conditions: <br />The operation has been operating for fifty yeazs as a Limited Impact Operation and <br />continues to do so today. The mining operation exists side by side with a general <br />contracting business that supplies concrete using batch trucks, a land leveling and <br />excavating concern, and a concrete rubble stockpiling site, which cover some forty acres <br />of the property. These various concerns ebb and flow as service demands rise and fall. As <br />the needs of the sand and gravel operation increase, the various other concerns decrease <br />their size in terms of area needed for their operation. <br />The existing site has been covered in native grasses and weeds depending on the <br />South Platte River and other property uses. There is little or no topsoil on the site since <br />the site is essentially an alluviai deposit that is periodically flooded and has been <br />continually mined for years. There is a buffer of land between the dredging operation and <br />the South Platte River, which has remained untouched for years. This buffer is a wooden <br />azea of approximately five acres in size and is covered with native grasses and weeds that <br />provide nesting and protection to various birds. <br />Off-site hn~acts: <br />As previously stated, the mining operation has been in existence some fifty years <br />and has survived floods, changes in the regulatory environment, and continues to supply <br />the citizens of Morgan County with their sand and gravel needs. The adjacent uses are <br />listed below by direction: <br />NORTH: A farming operation, eventually the lower portion of the farm will <br />Become the site for a wastewater treatment facility. <br />EAST: a city pazk owned and operated by the City of Fort Morgan and <br />separated by State Highway 52. <br />SOUTH: evaporation ponds, owned and operated by the western Sugaz <br />Company. <br />WEST: a drainage ditch owned and operated by the Western Sugar Company <br />and land owned by the State of Colorado, Division of Wildlife, which <br />is leased to the City of Fort Morgan as a wildlife habitat. <br />
