General Comments <br />The sediment pond at the base of the refuse disposal area has been <br />constructed. Clearing and topsoil stripping within the refuse disposal area is <br />continuing. The underdrain in this area is being constructed. Refuse from <br />the wash plant was being deposited in this area through the conveyor system <br />over the highway. <br />No coal was being mined at this mine. Mine run coal was being trucked from <br />the Golden Eagle Mine to the New Elk Mine and being stored in an area west of <br />the mine entrance road, between State Highway 12 and the Purgatoire River. <br />This area is adjacent to the vegetation test plots established by CSU. NOV <br />C-85-003 was written for not routing runoff from this storage pile through a <br />sediment pond. <br />During the inspection of the wash plant area it was noted that water was being <br />discharged from the wash plant and from the thickener tank. This was being <br />routed past sediment Pond 6, which had a berm constructed across the pond <br />inlet, and was being directed into sediment Pond 7.
