Simpson, P.E.
Stale Engineer
We have reviewed your letters of September 14, 2001 and December 3,
2001 forwarding information concerning the above referenced gravel pit. It
appears your opinion is that if the pit area is dewatered to a open water size less
than that existing on December 31, 1980, then no replacement water is needed.
This interpretation is not correct. Item number 8 of the general guidelines
for substitute water supply plans states that replacement water must be reserved
in case the pumping fails and the pit fills with groundwater. The mere act of
dewatering does not eliminate that potential replacement requirement.
You are hereby requested to modify your substitute water supply plan
request to include replacement water for any operational mining requirements,
(i.e. dust control, water lost in product for example) and reserve sufficient
replacement water for 1 year, should the dewatering system fail.
Please consult our gravel pit general guidelines for specifics of what is
~equrredfarP~PP~i-and-eaH-BiH-McIntyre-af-th+s-©€fie~~ ~ haQ;vyeu-have-any-
comments or questions.
