LOng <br />Division Director <br />The Division of Minerals received your letter responding to NOV CV-2001-016 on November 30, <br />2001 for the Lorencito Canyon Mine. Your letter will be included with the file for consideration <br />during the civil penalty assessment process. After review of the letter, I have a.couple:of <br />questions or comments. <br />Our records indicate the date of the initial blasting notice published in the Chronicle-News as <br />September 11, 2001 (9/11/2001). You indicate that shots were fired on 9/19/2001 and <br />9/22/2001. However, the Division's records, (provided by LCC) indicate the first shot was <br />initiated on October 19, 2001 (10/19/2001). Please verify that our understanding is cotreet. <br />Secondly; of the pre-blast surveys conducted, neither address the presence or absence of water <br />wells, outbuildings, or any other structures at these. two properties. Some of the pictures seem <br />to indicate outbuildings at the Duran or Dasko p"roperty. The Division would Ilke some <br />confirmation of the presence or absence of any other structures at the homes for which pre-blas4 <br />surveys have been requested. Rule 4.08.2(2) speaks directly to the "water systems":.. "Special <br />attention shall be given to the pre-blasting condition of well and other water systems used.for <br />human, animal, or.agricultural purposes and to the quantity and quality of the' water." If a well(s) <br />exist, the Division recommends that the well(s) be inspected, located on a map, and tested for <br />wet! function, total depth, pump depth, field quality including water level (both static and <br />pumping), temperature, electrical conductivity, pH, and general turbidity. If the well is used for <br />domestic purposes, a full suite sample would be appropriate. Possibly the individual conducting <br />water sampling for Lorencito could conduct this portion of the inspections, if they are necessary. <br />I believe that most residents in that area are on the Cify of Trinidad water line for domestic use. <br />Nonetheless, knowledge and understanding of all structures, especially water wells, is required <br />for pre-blast surveys. <br />Please call me if you have any questions. <br />Sinc rely <br />~~~ <br />ent Gorham <br />Environmental Protection Specialist II <br />cc: Dan Hernandez, DMG <br />
