As you recently dis- <br />cussed with Rocky Bowman of West Elk Coal Company <br />(WECC), WECC wishes to stockpile on a temporary basis, <br />underground development waste in the area as shown on <br />the attached map. This area is included within the <br />hydrologic protection system for the laydown area. <br />Prior to placement of the waste material, topsoil will <br />be stripped to a minimum depth of 18" and stockpiled in <br />the Laydown area topsoil stockpile. Prior to stripping <br />topsoil, all organic material will be removed and <br />stockpiled in an appropriate location. <br />As you requested, WECC'S current bond of $1,752,700 has <br />been increased to $2,702,700 to cover haulage of the <br />maximum tonnage (250,000 tons) which may be placed in <br />the laydown area to WECC's permanent refuse disposal <br />site. This bond amount ($750,000) is based upon a <br />$3/ton haulage cost. Proof of the bond increase is <br />attached. <br />WECC appreciates <br />request.
