REPLACEMENT WATER <br /> Replacement water will be supplied from historic consumptive use credits from the Hill& Brush <br /> shares and leased water from the City of Loveland. The historic consumptive use associated with <br /> the Hill & Brush shares for the Challenger property is 1.36 acre-ftlacre. This value was <br /> established based on average historic diversions for the Hill &Brush taken from the 1990 <br /> approved substitute water supply plan,historic irrigated acreage taken from the 1990 plan,and <br /> potential crop consumptive use for the rotation of core,alfalfa,and pasture grass. <br /> Using aerial photography from October 1997 it was dete <br /> n remov m production. This plan will only utilize 15 of the 34 acres for dry up. <br /> Drying up 15 acres will yield 20.4 acre-ft annually. The dry-up agreement is included in <br /> Appendix F. The timing of the replacements from the dry up will occur during the months of <br /> May—October. The months of June and July are the only months that frill replacement can be <br /> met by the dry up. The remaining months as well as winter time replacements will be met by <br /> leased water from the City of Loveland. The Loveland lease for 28.4 acre-ft is also included in . <br /> Appendix F. <br /> Table 6 indicates that there is sufficient water available from the dry up and the Loveland lease to <br /> replace all depletions associated with the Challenger Pit mining operation. The point of <br /> replacement for the Loveland lease water into the Big Thompson River will be at or below <br /> Loveland's Wastewater Treatment Plant's outfall located approximately 12 miles upstream of the <br /> site. Carriage losses from the point of replacement to the Challenger Pit site were considered to <br /> be 0.25%per mile, for a total loss of 3%. <br /> OPERATION OF PLAN <br /> This substitute water supply plan was developed under projected operations for the Challenger <br /> Pit. The exposed water surface areas,dust control, and aggregate production could vary from the <br /> numbers used for calculations in this plan. The areas and volumes used for calculations in this <br /> plan were based on final operating conditions and are conservative for the initial operations of <br /> the mine. Actual water use and depletions during the first few years of operation may be <br /> significantly less than the projected amounts used in the formulation of this plan. The operator <br /> of the Challenger Pit will utilize the"Monthly Accounting Form"found in Appendix G to <br /> calculate and report actual depletions incurred at the mine on a monthly basis. The accounting <br /> form will be made available to the water commissioner as requested. <br /> 12 <br />
