4. Park County Impacts and Environmental ImDBetS
•

The Alma Placer operation dates back to 1868 and has been worked intermittently since that time.
During initial permitting in 1979 with Timberline Resources and Reclamation Resources in 1985,
the town of Alma and Pazk County have been actively involved with the permitting of the site.
Input into the operation plan, hours of operation, dust control, etc. have been discussed. The
following measures aze to be employed for the 2003 amendment that should make continued
operation of the site better than any previous operation:
1) Through the use of visual berms of 6-8' height along Highway 9 south of the town of Alma, the
mining and processing activities should be for the most part invisible.
2) Any time that a concrete plant or asphalt plant is temporarily used on site, it will be placed neaz
the eastern edge of the operation, away from the town and it also will be located at a lower elevation
than the higher points of the site to keep it as invisible as possible.
3) The gold operation will primarily be digging material that is below the water table which will
keep dust down simply by the wet nature of the material. All gravel operations will either be
processing wet material from the gold plant or waste gravel from past operations. All crashers will
be contained and will have water sprays and screen plants will also contain water sprays to keep
dust down. Roads will either be sprayed with magnesium chloride or will be watered on an as
needed basis. The Trust will provide the town with a phone number to call if for any reason dust
levels aze high and wtrection is needed. The site will have a fugitive dust permit from the Air
Quality Control Division of the CDPHE and all individual portable plants such as the processing
plant, asphalt plant and concrete plant, will have their own individual permits for dust control with
the CDPHE.
4) By extending gravel processing over the old gold tailings areas, this will remove theses unsightly
piles and both the gold and gravel operators will be required to conduct strict topsoil and fines
salvage operations to provide a growth medium for reclamation. Without these activities and strict
soil salvage stipulations, there would never be enough money to reclaim the site and make it look
better for everyone.
Alma Placer 7/03 34
