Inc
Mr. Kim Lawrence
July 7, 1998
Page 5
Office stream depletion model was performed to determine the effect on the creek. A transmissivity of
50,000 gpd/foot and specific yield of 0.2 were used in the stream depletion analysis. Information from
the Colorado Groundwater Circular No. 11 Aquifer Tests was used as the basis for the transmissivity
and specific yield values. Shown below are the estimated stream depletions in St. Vrain Creek
associated with Section 1 and Section 2 gravel mining operations:
ESTIMATED STREAM DEPLETIONS (acre-feet)
Mining an
1 Feb Mar A r
p Ma
Y un
l
lul
Aug
Sep
Oct
Nov
Dec
Total
Section
1 1.61 1.60 1.59 1.58 1.59 1.55 1.54 1.56 1.59 1.59 1.60 1.61 19.00
1 and 2 1.27 1.27 1.28 1.29 1.30 1.30 1.27 1.24 1.24 1.25 1.25 1.25 15.21
Initially, Stromquist farms will release water to Boulder Creek below the Rural Ditch from Stromquist
Pond Nos. 1 and 2 (see schematic of Stromquist Ponds in Appendix G) on behalf of Hall-Irwin
according to the Section 1 mining depletion schedule. Boulder Creek flows into St. Vrain Creek
approximately two miles west of I-2S just south of 119. Hall-Irwin will lease more water if actual
mining depletions are larger than projected. A copy of a letter committing Stromquist Farms to
providing replacement water to Hall-Irwin is included in Appendix H.
Stromquist Ponds 1 through 5 were decreed for augmentation and replacement uses among other
water uses in Case No. 88CW219. A copy of the decree is provided in Appendix I. Stromquist Ponds
1 and 2 have been lined and have met the lining specifications required in the decree as
acknowledged by the State Engineer's Office (SEO) in.an October 4, 1995 letter from Jim Hall to Verna
Sigg (Appendix J). Ponds 3 and 5 have also met the lining criteria of the SEO (see June 10, 1998 letter
from Jim Hall to Verna Sigg, Appendix )). Stromquist Ponds 1 and 2 have been filled and currently
have approximately 685 acre-feet in storage. Water will be pumped on a monthly basis or as
requested by the Water Commissioner, measured and released to Boulder Creek in accordance with
the Section 1 mining stream depletion schedule.
4. WELLS WITH/N 600 FEET
Enclosed is the Colorado Division of Water Resources master well list (Appendix K) for wells located
in the vicinity of the Hall-Irwin Shores gravel pit site. Three wells are located within 600 feet of the
proposed mining limits (see Appendix L). Of the three wells located within 600 feet of the mining
perimeter, two are owned by the Booth Land and Livestock Company and will not require a spacing
consent statement. The remaining wel! is dry and Mr. Robert England has provided a "waiver of
objection" letter (see Appendix M).
5. CONCLUS-ONS/RECOMMENDATIONS
The consumptive use of water associated with Section 1 gravel mining during the first two
years of mining is estimated to be 28.75 acre-feet per year. The consumptive use of water
