ROCKY MOUNTAIN CONSULTANTS, INC.
Inc
Jufy 7, 1998
Mr. Kim Lawrence
Lind, Lawrence and Ottenhoff, L.L.P.
The Law Building
1011 Eleventh Avenue
Greeley, Colorado 80631
Re: Application for Substitute Supply Plan for the Shores Pit
Dear Kim:
Premiere Building
825 Delaware Ave., Suite 500
Longmont, CO 80501
(303) 772-5282
McTro (303) 665-6283
FAX (303) 665-6959
E-mail rmclong~rmii.com
As requested by Hall-Irwin Construction Company (Hall-Irwin), we are submitting to you our report for
the Shores Site Substitute Supply Plan.
1.
The Hall-Irwin Shores site is located approximately three-quarters of a mile east of I-25 and north of
Weld County Road 24 (Section 1 and the East One-Half of Section 2, Township 2 North, Range 68
West, 6th Principal Meridian, Weld County, Colorado). A vicinity map is included in Appendix A.
The permit boundary encompasses about 125 acres.
There is an estimated eight million tons of sand and grave{ on this site. Annua{ production will be
dependent on the market demand. Assuming an annual demand of approximately 320,000 tons of
sand and gravel, mining will take 25 years to complete.
A geotechnicai engineering exploration of the site was performed in September and October of 1997
by Terracon Consultants Western, Inc. Nineteen test holes were drilled to approximate depths of 20 to
40 feet below the ground surface. Logs of the test borings showed the depth to groundwater varied
from four to six feet below the ground surface. Copies of the logs can be provided upon request.
This substitute supply plan addresses the initial mining sequence anticipated at the Shores site. A
mining plan has been enclosed showing the proposed sequence for sand and gravel removal. As
shown in the mining plan (Appendix B), the sand and gravel will be removed in eight sequential
sections commencing at the southwesterly end of the site and progressing in a northeasterly direction.
This plan describes the removal of sand and gravel from the first two sections. It is estimated that it
will take up to five years to remove the sand and gravel from the first two sections.
During mining of the first six sections, the only groundwater exposed will be in the dewatering trench
and collection system surrounding the pit. At the time the sand and gravel has been removed from the
_ westerly lake (Sections 1_through 6), groundwater will be exposed in the lake and full evaporative -
tosses associated with the 82.8 surface acres will have to be replaced.
CIVIL AND ENVIRONMENTAL ENGINEERING .PLANNING
