(5) The Cedar Heights property owners should install a culvert)
in the location of proposed culvert "A" as shown in the
CAP. The size of this r_ulvert will be dependent upon the degree)
of street maintenance the propert}• owners feel is acceptable to
keep Cedar Heights Drive free from sediment. At a mimimum, it is
recommended that the culvert be no smaller than a 24-inch
corrugated metal pipe. v
(6) The operators of the quarry should provide the owners of the
Cedar Heights property with assuran_r_es_ that they will maintain
the safety berm and the area upst~~am of the HR-6 outfall point
for sufficient period of time to allow for natural vegetation to
develop and therebylimit the amount of sediment available for
transport into the natural swale through the Cedar Heights
property.
(7) Should options 1 through 5 be considered for implementation,
the quarry operator should be responsible for the stabilization
of the roadside swales and the safety berm to the satisfaction of
the Cedar Heights property owners. Since these options would
involve the diversion of flow from its historic path, it is
recommended that the Cedar Heights property owners not provide
any hold harmless provisions to the quarry operator. Th~~ quarry
operator should be held responsible for the l.~ng-term
maintenance of the facilities, and should be responsible for any
damages resulting from runoff and erosion which might o~:cur in
the vicinity of the guard house and at the inlet and ou>;let of
the 54/30-inch culvert under Black Canyon Road.
Kiowa will remain available to meet with the representat:~ves of
the Cedar Heights property owners to discuss and clar_.fy our
recommendations. Should you have any remaining concerns: please
do not hesitate to contact me.
Sincerely yours,
KIOWA ENGINEEERING CORPORAT]'ON
Richard N. Wray
Principal
l '~ >~ C
~~L{ •~
1~~~ .
5
