(Kiowa Project <br />No. 90.05.12) <br />Dear Ms. Hyde: <br />Kiowa Engineering has completed the review of the t~~chnical <br />documents and a field review with respect to the above referenced <br />property. The scope of our work was summarized in our I~roposal <br />of April 13, 1990, and focused on determining the impact of the <br />proposed drainage facilities related to the Synder Quarry <br />Corrective Action Plan (CAP) upon the Cedar Heights property. <br />Specific reference is made to the Obering, Wurth & Ass~~ciates, <br />Inc. report prepared for the Castle Concrete Company ,and the <br />April 4, 1990 memorandum prepared by the Mined Land Reclamation <br />Division. The options described in these two documents hive been <br />reviewed for their relative impacts upon the Cedar Heights <br />property. <br />Field Review Results <br />A field visit was conducted Play 21, 1990 to ascert.3in the <br />existing site conditions for the HR-6 basin identified in the <br />Obering Wurth report. Currently, there are no ~lrainage <br />structures which convey flows originating from the HR-~i basin <br />under the quarry access road or under Cedar Heights Drive. A <br />natural Swale crosses the Cedar Heights property. This :awale is <br />extremely steep, and shows evidence of past erosion and <br />sedimentation presumably caused by flow which has cros:~ed the <br />access road and entered the natural Swale. Along the e.sst side <br />of the quarry access road a berm has been constructed whi~:h acts <br />to divert flow from the HR-6 basin to the HR-7 basin, and <br />eventually outfalling to the existing 54!30-inch culvert near the <br />guard house. Erosion along the roadside Swale has cau:aed the <br />asphalt to fail. Sediment carried by the diverted flow can bc~ <br />seen deposited at several locations, with the majority of the <br />sediment being deposited in the area of the guard house where the <br />1 <br />499 W.
