<br /> <br /> <br />7. On September 18, 1990 I spoke with Kieth Fife of the Mesa County Planning <br />Department concerning the Fruita Mine. He said that Mesa County is planning to <br />revoke the Fruita Mine county land use permit. <br />In conclusion the Division has the same goals as Mr. Hoyl, that is to have a viable, <br />financially stable and environmentally responsible company to permit the mine and to <br />mine coal. However the Division has waited 10 years and has not received an adequate <br />permit application. The Cameo portal bench is unstable and does not meet the current <br />performance standard of a safety factor of 1.5. Reclamation will cut the slope back <br />to a more stable 2:1 configuration and will have a safety factor greater than 1.5. <br />The sediment control system for this mine is currently in need of repair in order to <br />meet the current MLRD performance standards and to prevent posstble degradation to <br />the environment. Reclamation will not prevent any future development of the mine and <br />will serve to stabilize the site until a mine is constructed. The reclamation should <br />not hinder a mining company interested in permitting and mining the Fruita site. <br />Therefore, the Division will not stop the implementation of a previously approved <br />reclamation plan. <br />RPP/rpp <br />
