Individuals present during the 5/12/94 inspection included:
Stephen Rathbun Dept. of Interior, Office of Surface Mining;
Henry Austin Dept. of Interior, Office of Surface Mining;
Jim Perry
Randy Price
David Berry
Bobbie Mobley
Josephine Calkins
John Wilkes III
Jerry Nettleton
George Patterson
Dept. of Interior, Bureau of Land Management;
Colorado Division of Minerals and Geology;
Colorado Division of Minerals and Geology;
Colorado State Land Board;
Colorado State Land Board;
Colorado State Land Board;
TerraMatrix; and
Kerr Coal Company, Marr Strip Mine.
The S/12/94 inspection focused on backt`illing, regrading, and drainage control for the
720 Pit and Pit 1 areas. Comments raised by the Colorado Division of Minerals and
Geology (DMG) inspectors, have been addressed through technical revision to the
mining and reclamation plan (TR-12). Office of Surface Mining (OSM) inspectors,
present at that inspection, have argued that Pit 1 reclamation did not satisfy
"approximate original contour" requirements. OSM concerns have been satisfied through
technical revision (TR-13). Kerr Coal Company anticipates that field implementation of
the plans approved through TR-13, will not be completed until the fall season of 1995.
As such, Kerr Coal Company has modified their original Phase I request to include only
the 720 Pit area. Specifically excluded from the current Phase I bond release request are
the areas previously referred to as "pre-law" reclamation Marr Strip, the office and
facilities area, the Tipple loadout, and Pit 1.
