Adequate Protection of the Health, Safety and Welfare of Neighborhood and the County <br />(addresses USR Questionnaire, Item #S) <br />Lafarge has met extensively with the City of Fort Lupton to discuss post-reclamation land use <br />alternatives. The resulting reclamation plan includes proposed trail connections that were <br />identified in these discussions as well as potential park sites. Lafarge has committed to <br />maintain a 200' buffer from the South Platte River, at the Colorado Division of Wildlife's <br />recommendation, to preserve riparian habitat adjacent to the river. In addition, before mining <br />closer than 400' to the top bank of the South Platte River, Lafarge will prepare a riverbank <br />stabilization evaluation. Lafarge is currently working with the Colorado Division of Wildlife <br />to determine the siting of the processing plant to minimize impacts to an identified wintering <br />roost. In addition, Lafarge is also working with the U.S. Fish and Wildlife Service and U.S. <br />Army Corps of Engineers to obtain an individual 404 permit to impact wetlands on site. <br />The applicant will comply with State and local regulations thus protecting the health, safety, <br />and welfare of the inhabitants in the site vicinity and in the County. Please refer to Exhibit M <br />of the MLRB 112 Permit Amendment Application for a list of permits the applicant is <br />obtaining. <br />Floodplain Hazard Area (addresses USR Questionnaire, Item #8.p) <br />This property lies within the South Platte River floodplain (per FIRM map panel numbers <br />080266 0981C and 080266 0983C, dated September 28, 1982). In accordance with the Weld <br />County Zoning Ordinance, the existing Riverbend mining operation has a Flood Hazard <br />Development Permit.
