A road <br />approximately 20 feet wide and 500 feet long was constructed to the proposed substation <br />location. The road branched off Haul Road B up a hill roughly at a 10% slope. This road <br />was not included in the permit. The new substation location was also not approved at the <br />time of the inspection (was filed as a MR, but not approved). The substation pad did not <br />have any sediment control (originally designed to drain to pond 010, but the pond was not <br />constructed during the time of the inspection). The violation was written for; <br />Failure to describe the access road leading to the substation in the permit area and <br />specify road width, road gradient, surface drainage ditch and drainage structure. <br />Failure to design access road leading to the substation. Failure to have new location <br />of substation approved prior to construction. Failure to pass drainage from <br />substation pad to a pond or treatment facility as approved in the permit. <br />The violation was later modified to reference light-use roads rather than access roads. <br />Abatement of the violation required that temporary sediment control be place at the <br />substation pad location, submit a revision describing and locating the access road and <br />implementation of the approved design.
