Long <br />Division DneUOr <br />On December 5, 1995 a partial inspection was conducted at the Colowyo Coal Mine (C-81- <br />019), and NOV C-95-026 was issued for; <br />Failure to seed the temporary windrow topsoil piles in the East Pit with a cover of <br />non-noxious, quick growing annual and perennial plants as stated in the permit; <br />Failure to mark temporary piles; and Failure to spread in the time frame noted in <br />the permit (Spring of following year). <br />There are five distinct areas of windrow topsoil piles noted below; <br />- Section 11 Piles- Roughly 900'L. along the reclaimed border of the Section 11 Pit. <br />Piles contained a thick stand of Russian Thistle, and were placed last Fall (1994}. <br />Piles were noted in aerial photograph dated 9/28/94. Piles were not seeded, and no <br />topsoil sign was posted. <br />- East of Gulch A Ditch Piles -Roughly 480'L. along the reclaimed border of the <br />East Pit. Piles were placed this Fall. Piles were not seeded, and no topsoil sign was <br />posted. <br />- 025 Substation Piles- Roughly 900'L. along the reclaimed border of the East Pit. <br />Piles were placed this Fall. Piles were not seeded, and no topsoil sign was posted. <br />- Center of East Pit- Roughly 800'L. along the reclaimed border of the East Pit. <br />Piles contained a thick stand of Russian Thistle, and were placed last Fall (1994). <br />Piles were not seeded. A topsoil sign was posted. <br />
