No potentially sensitive bald <br />eagle roost, perch or nest sites are known within 5 miles of the proposed gravel site. No bald <br />eagles were seen during the survey of the project or the analysis azea. <br />b.0 ANALYSIS AND DETERD'IINATION OF EFFECTS <br />6.I Direct ¢nd Indirect Effects <br />No Knowlton's cactus or potential habitats were identified in the proposed Ignacio Gravel Pit at <br />La Boca Canyon project azea during the field investigations conducted on September 19`s and <br />30~, 2005. Potential habitats on the upland portion of the property would not be impacted by the <br />proposed project. <br />No bald eagles species or potential habitats would be impacted by the proposed project. Traffic <br />would increase along the existing oil and gas access road in La Boca Canyon., however these <br />impacts would be negligible. <br />6.2 Cumulative Effects <br />Ongoing and future activities on lands within the analysis azea are may include additional future <br />oil & gas developments, agriculture, and gravel mining. The piiion/juniper woodlands on the <br />west edge of the property have potential habitat for Knowlton's cactus, however, the proposed <br />project would not impact those habitats. Cumulative impacts would include long term habitat <br />loss and fragmentation for Knowlton's cactus species based on ongoing and future oil & gas <br />developments. <br />Potential future activities on the site include conservation easements and construction of a single <br />family residence. A conservation easement for the pinon/juniper woodlands on the west side of <br />the property would provide long-term protection of potential Knowlton's cactus habitat. Surveys <br />for Knowlton's cachis should be conducted prior to home site selection to minimize impact to <br />the species. Surveys should be performed in May -June, the best period for identification of the <br />species. <br />6.3 Determination ofE,ffect <br />Table 2 summarizes the expected effect of the proposed action on federally listed threatened, <br />endangered, and candidate species. The proposed Ignacio Gravel Pit at La Boca Canyon project <br />would have "No Effect" on any federally listed threatened, endangered, or candidate species <br />provided the activities are confined to the gravel pit excavation sites. <br />BiologicalAssessmentfnr the Ignacio Pit at La Boca Cmryon 6 <br />
