EXHIBIT E -Reclamation Plan (6.4.51 <br />(2) <br />(a) It is the intent of the landowner/operator to reclaim the affected an~a to <br />meet the criteria for rangeland development. With the exception of the <br />110 permit area, reclamation efforts will remain consistent throughout <br />all phases and are discussed as follows: <br />The type of reclamation proposed for the mine phases is to replace <br />the mined area with 1' - 2' of overburden and 6" of topsoil where <br />available. The post-mining slope along mining limits and will bf~ <br />regraded to no less than a 3:1 slope ratio. The method propos>d to <br />replace overburden and topsoil will involve slot dozing the <br />respective material from atop the western and peripheral mining <br />boundaries. The area will then be graded to meet the post-mining <br />development requirements. Reclamation contours are shown on <br />Exhibit F. The total mined area to be reclaimed is approximately 90 <br />acres including 9.9 acres within the existing 110 permit boundary. <br />The area comprising the mine property and the surrounding lands are' <br />primarily agricultural. The property is bound on the north, west and south <br />by lands of the Southern Ute Tribe. <br />(b) Implementation of the Reclamation Plan pursuant to Section 3.1 i:; <br />described as follows: <br />The lands on which mining will take place are owned by the <br />Operator/ Applicant. It is the desire of the landowner to reclaim the <br />mining phases such that it can be utilized as rangeland. <br />Erosion and siltation will be controlled throughout the reclamation <br />process such that lands outside of the affected area will not be <br />impacted. Methods to be employed include effective stormwat~:r <br />impoundment, siltation and erosion control devices. <br />Neither refuse nor acid-forming' nor toxic-producing materials sire <br />expected to be mined. Should any of these materials be <br />discovered, they will be handled and disposed of in an acceptsible <br />manner at the cessation of mining. <br />(c) Within all phases where topsoil is encountered, it will be removed and <br />placed in segregated berms along the perimeter of each mining cell as <br />depicted on Exhibit C. As discussed earlier, topsoil will be revegelated <br />and maintained until it is replaced post-mining. <br />
