M-88-112
Dear Mr. Oehler:
In compliance with Abatement Items 8 and 10 of the 1942 Notice of ViolatioE~ issued to Battle
Mountain Resources, Inc. (BMRI), we are pleased to provide you with thr copies of the
enclosed Reclamation Evaluation.
Abatement 8 required BMRI to evaluate the tailings chemical constituents to (determine if the
potential differences in metallic content of the ore and chemical changes in interim and final
detoxification procedures rendered the approved reclamation plan for the !, tailings facility
inappropriate. If changes to the reclamation plan were necessary, then Abatement 8 required
BMRI to submit comprehensive analytical results and design evaluations to the ivision no later
than 180 days after completion of the cyanide detoxification of the tailings ar contents.
The 180 day time frame was initiated November 15, 1992. This smittal includes
comprehensive information on BMRI's evaluations of the tailings chemical onstituents. In
addition, this submittal also include BMRI's evaluations of other tailings ch cteristics which
could affect the long-term reclamation planning such as tailings consolidatiorh and long-term
reclamation planning such as tailings consolidation and long-term seepage m efing. Finally,
the document evaluated the Division's predictions of movement of the high cy ide pore water
through the tailings material.
As discussed in the document, none of the comprehensive information gQthered for the
evaluation indicated that the characterization of the tailings material as non-tozi and chemically
inert is inappropriate. In addition, the assumptions of long-term tailings geochemistry,
consolidations and underdrain performance which were utilized to develop the approved
reclamation plan have not changed as a result of the changes in tailings detoxification.
A SC~RSIDIAFY OF BATTLE.
