CDMG personnel conduct inspections of all three of <br />our mines on a monthly basis. Usually, they are escorted by me <br />during these visits. In several instances, i will utilize these <br />inspections to conduct my quarterly pond inspections because we <br />generally look at the pond sites during the normal CDMG monthly <br />insgection. A copy of the August 1997 CDMG inspection report is <br />attached. Under the Hydrologic Balance section of the report it <br />is noted that Pond 006 was discharging clear water, but the trash <br />rack contained some vegetative debris around it. The trash rack <br />was cleaned off later that afternoon. <br />Ms. Erica Crosby, CDMG environmental specialist, arrived at the <br />mine office on September 24th to conduct the September <br />inspection of the mines. Since I had yet to do the third quarter <br />pond inspections, I decided to do them while she was here. During <br />the late afternoon, we stopped at Pond 006. We noticed that water <br />was being discharged through the emergency spillway. I mentioned <br />to Erica that we had received approximately 5 inches of rain <br />since the 18th. When we went to determine how much was being <br />discharged out the primary spillway, no flow was coming from the <br />pipe outlet. The water level in the pond was at a depth that the <br />primary spillway pipe/trash rack were completely submerged. The <br />primary spillway at Pond 005 consists of a 4-inch diameter <br />dewatering orifice cut into a 24-inch drop inlet corrugated metal <br />pipe with a trash screen covering the inlet. Pond 006 is utilized <br />as a filling station for water suppression on the Seneca II-W <br />haul road system and an electrical pump is permanently located in <br />the pond near the spillway. For further environmental protection, <br />an oil boom surrounds the trash screen and spillway inlet, should <br />a problem develop with the pump. Upon detection that the primary <br />spillway was not discharging, Seneca immediately tried to rectify <br />this problem. I told Erica that we would get started on pumping <br />the water level down so that we could get to the plugged <br />spillway. <br />Following is the precipitation data that the Seneca II-W Belfort <br />rain gauge recorded for the storm events prior to the Sepiember <br />inspection: <br />Thursday, Sep. 18th 1.25 inches <br />Friday, Sep. 19th 1.80 inches <br />Saturday, Sep. 20th 0.82 inches <br />Sunday, Sep. 21St 0.33 inches <br />Monday, Sep. 22°d 0.16 inches <br />Wednesday, Sep. 24th 0.01 inches <br />Friday, Sep. 26t 0.35 inches <br />
