Canany <br />, Ailing Division Director <br />RE :NCCI Pit #I, Technical Revision No. 2 -Additional Adequacy Comments, File No. M-2001-107 <br />Class: Revision, Type-Seq.: TR-2 <br />Deaz Mr. Rollin <br />Under the terms of the existing (approved) permit application fot the NCCI Pit #1 there will be a maximum <br />disturbance a[ any one time of 25 acres, consisting of 10 acres of pit disturbance and 15 acres of plant, <br />processing and stockpile azea. Also, we understand that mining will occur in 7 phases. In order to be <br />approved fot phased bonding at the NCCI Pit #1 the following information will need to be provided: <br />1. Please reaffirm the acreage for each of the 7 phases and clarify whether these phases are separate from <br />the acreage to be used as the plant, processing, and stockpile azea. <br />2. Please reaffirm the acreage for [he plant, processing, and stockpile area; and clarify'svhe[her [he <br />location of this area will be fixed throughout the entire operation or whether it will change as mining <br />progresses through each of the 7 phases. <br />3. Please reaffirm the itemized costs for scarification, respreading topsoil, and revegetating the plant, <br />processing, and stockpile area. (These costs should be included in the total reclamation cost for each of <br />the 7 phases). <br />4. Please reaffirm the number of linear fee[ of pit wall exposed (should be [he same as number of linear <br />feet of liner required) in each of the 7 phases. <br />5. Please provide a total reclamation cost for each of the 7 phases including the following itemized costs <br />for each phase: <br />a) scarifying, topsoiling, &revegetating the plant, processing, & stockpile area <br />b) backfill & grading the exposed pit wall to 3:1 slope <br />c) pushing any excess overburden into the pit and grading [0 3:1 slope <br />d) re-applying topsoil over all azeas not used as water storage <br />e) revegetating all azeas not used as water storage <br />f) de-watering cost assuming pit full of water (please include pit acreage) <br />g) liner construction cost (please see item 6 below) <br />h) mobiliza[ion/demobiliza[ion of equipment needed to complete all of these [asks <br />6. The liner construction cost will need to include the following components: <br />a) ripping sufficient volume of clay/shale material <br />b) ,hauling and placement of clay/shale material <br />c) hauling and placement of overburden materials <br />d) blending & moisture conditioning of placed liner materials <br />e) compaction to desired density <br />f) QaQc <br />
